A PDF can be authoritative and still be hard to use.

Important facts may sit behind an unclear filename, scanned page, stale link, missing revision date, or product identity the surrounding page never explains. The fix is not copying every sentence into HTML. It is exposing the approved evidence objects a buyer needs to orient, verify, and act.

Five fields of work.

    Identify the document

    Record its exact title, issuer, document number, covered entity, date, status, and authoritative URL.

  2. 02

    Preserve the source

    Keep the original document available. HTML should expose approved facts and link back to the source—not silently replace it.

  3. 03

    Publish the useful facts

    State identity, scope, conditions, exclusions, values, dates, and definitions in accessible HTML.

  4. 04

    Connect versions

    Show effective, expiration, superseded, and last-reviewed dates. Redirect or label stale copies.

  5. 05

    Route the next action

    Provide the correct technical, branch, quote, submittal, or document-request path.

What HTML does not prove.

A summary page does not broaden a report, listing, certification, EPD, specification, or manufacturer document. The source controls. Keep the exact scope, limitations, issuer, edition, and review owner visible.
